What we did

We prepared a Statement of Environmental Effects which comprehensively addressed the matters raised by Penrith City Council (Council) and the Urban Design Review Panel at the Pre-DA meeting. A Clause 4.6 variation request was prepared to justify a contravention to the height of buildings development standard. This variation was the consequence of the topography of the site and comprised mostly non-habitable roof space. Aware of the precedent the proposal would create in a recently zoned R4 high density residential locality, we worked with Council to deliver a compatible built form outcome which met the specific requirements of LaHC. Throughout the assessment process we acted as the point of contact for Council and reviewed and responded to multiple Requests for Further Information. Our work in the resolution of conditions of consent was instrumental, acting as the coordinator between Council, LaHC and all project consultants during negotiation and consolidation of the conditions. The application was approved by the Sydney Western City Planning Panel in July 2020, six months after lodgement.
